Holovne Upravlinnya Rozvidky Ministerstva Oborony Ukraiyny, or HUR (Головне управління розвідки Міністерства оборони України, ГУР, English "Chief Directorate of Intelligence") is Ukraine's military intelligence service. It is a subdivision of country's Defence Ministry, and one of the successors of the Soviet GRU. The HUR was earlier headed by Ihor Smeshko, later the most scandalous Chief of SBU (Security Service of Ukraine). The two agencies usually compete in their shadow political influence, and, supposedly, secret police activities. In 2004, the SBU's Intelligence Department was reorganized into an independent agency called Sluzhba Zovnishnioyi Rozvidky or SZR (English: External Intelligence Service). It will be responsible for all kinds of intelligence as well as for external security. For now, the exact functions of SZR, and the respective new responsibilities of HUR, are not regulated yet. According to the anonymous media sources, the headquarters of HUR in Kyiv is located on the Rybal's'kyi Isle of the Dnipro river.
