Umar Mustafa al-MuntasirUmar Mustafa al-Muntasir (1939 January 23 2001) was a Libyan political figure in the regime of Muammar al-Qaddafi. He was the general secretary of the General People's Committee from 1987 until 1990 and the foreign minister from 1992 until 2000.
